Majlis Advisory · Regulated AI

Counsel for AI in regulated institutions.

We help banks, telcos, governments and other institutions in highly regulated industries across the GCC move AI from proof of concept to production. Each decision gets one owner. Each control becomes a test the regulator can run. The architecture takes the shape of your industry.

1The difference

Same request. One programme stalls; one ships.

The request

“Put an AI agent in front of retail customers by Q2.”

Chief Digital Officer, regulated bank · illustrative

AI as a project

The proof of concept works. Then it waits.

  1. W02The demo works in a sandbox.
  2. W08The risk committee asks who owns the model. Nobody does.
  3. W14There is no evidence that the controls work.
  4. W20The programme is paused for review.

Red · Stalled

AI as an operating model

Decided once, owned, then released.

  1. W01One owner is named for each decision.
  2. W03The target architecture is drawn on BIAN, in ArchiMate.
  3. W06The controls are written as tests in Git.
  4. W10The agent passes the release gate.

Governance-as-code

Prove every control to your regulator.

We turn CBUAE, TDRA, PDPL or EU AI Act obligations into owned, testable rules in Git, with a release gate for every model and agent.

3Sector models

The sector models give you the shape. AI is the open gap. We fill it.

BIAN, TM Forum ODA and GovStack describe how a bank, an operator and a government service work. None of them yet gives a full answer for how an AI agent is owned, tested and released inside that shape. We keep one method across the three sectors, draw your target state in your sector's own model, and add the AI layer with controls your regulator can test.

2One method, three sector modelsBanking · Telco · Government. AI is the open gap in each.

Banking

BIAN, drawn in ArchiMate

Reference model
The BIAN service landscape and its service domains.
What we do
Map each AI use case to the BIAN service domain that owns the work. Give each agent one owner and one control set.
The AI gap
BIAN tells you which service domain owns the work. You still decide how an agent inside it is owned, tested and released.
Regulatory context
CBUAE and the bank's own model-risk rules.
You keep
Service-domain map, ArchiMate views, control pack.

Telco

TM Forum ODA and Framework

Reference model
ODA components and Open APIs, with eTOM, SID and TAM for the existing estate.
What we do
Place each AI agent as a governed ODA component with its APIs. Trace it to eTOM processes and SID entities.
The AI gap
TM Forum is still extending ODA for AI agents. We help you decide now and stay compatible as the standard moves.
Regulatory context
TDRA and national data rules.
You keep
Component map, API inventory, ArchiMate views.

Government

GovStack, from service to building block

Reference model
GovStack building blocks, such as identity, information mediator, registries, payments and workflow, and the GovStack Implementation Playbook.
What we do
Run the Playbook from the service catalogue to the To-Be service. Map your national platforms to the building blocks. Mark where AI fits in each service.
The AI gap
GovStack has made AI-readiness its 2026 focus and is still adding AI to its specifications. We help you design for it now.
Regulatory context
UAE AI Charter, sovereign cloud and data-residency rules.
You keep
Building-block map, To-Be service blueprint, AI insertion points.

Our angle

Every sector model is still learning AI. That is where we start.

One method across banking, telco and government. Your target state drawn in your sector's own model. An AI layer your board, your regulator and the people you serve can trust.

4How we work

Five steps. At the end, your teams run the method.

  1. 1

    Listen

Sit with the people who own the decision. Write down the real question.

    → stakeholder map
    → the decision question

  2. 2

    Map

Map the obligations, the current state and the value chain.

    → obligations map
    → Wardley map

  3. 3

    Decide

Compare the options. Record the decision, its owner and its evidence.

    → ADRs
    → decision register

  4. 4

    Build

Pair with your teams on the first governed release.

    → ArchiMate views
    → governance pack

  5. 5

    Hand over

Your teams run the method. The Academy closes the gaps.

    → runbooks in ASD-STE100
    → activation roadmap

5AI transformation

From isolated proofs of concept to one enterprise AI system.

We use Open Agile Architecture™, a standard of The Open Group. It joins intentional architecture, which sets the guardrails, with emergent design, which keeps the teams fast.

Pace-layered governance

Govern by criticality, not with one gate for all.

Systems of recordStrict

Full lineage. Regulatory reporting models, PII filters.

Systems of differentiationBalanced

Reviews and automated evaluations. RAG over internal knowledge, workflow agents.

Systems of innovationLightweight

Guardrails and maximum autonomy. Sandboxes and prototypes.

Governance intensity, illustrative. Pace layers after Gartner’s Pace-Layered Application Strategy.

A · Strategy and operating model

Turn AI projects into long-lived AI products

Map AI use cases to value streams. Shape AI product teams with the Inverse Conway Maneuver.

B · AI architectural runway

Build the platform once, let squads experiment

Vector stores, model registries, CI/CD for ML and observability. ADRs set the line between standards and freedom.

C · Pace-layered governance

Govern each AI system by its criticality

Strict where the system is critical. Light where the work is an experiment.

D · Continuous refactoring

Keep AI right after go-live

Production telemetry feeds the architecture backlog. Red-teaming becomes a sprint-level quality criterion.

7Who we serve

Each leader at the table gets an answer to their own question.

CIO · CTO

Federated architecture, without the review-board queue.

Today: AI work splits into silos or stalls at a rigid architecture board.

CAIO · CDO

A reusable runway from proof of concept to production.

Today: proofs of concept fail on the way to production.

Product · Business

AI designed around jobs to be done and outcomes.

Today: AI takes months and misses the business metric.

CISO

Automated guardrails from the first commit.

Today: shadow AI and unvetted APIs leak IP and data.

Sit, listen, then decide.

Our leadership style

Inspired by the majlis: we sit together, we listen to every voice, then we decide.

Contact

Bring one decision. Leave with an owner, a control and a plan.
